Paul Banister

Director

Paul is a strong and focused individual, with the drive and enthusiasm to ensure PGC Constructors Limited becomes the partner of choice for our valued clients. Paul prides himself on being a fair and approachable leader and improving outcomes for our people is his key focus.

Paul has extensive experience in all areas of New Zealand, firstly growing up and learning his trade in Hawkes Bay, before chasing valuable experience in Christchurch as part of the Earthquake recovery. Paul also has extensive experience in Australia and around the Pacific Islands and US overseas territories including Guam and American Samoa.

Some of Paul’s key achievements include working with communities across the Pacific to deliver key community infrastructure, such as in Kiribati where Paul played a pivotal role in delivering an island wide road rehabilitation project, improving the lives of the 63,000 residents of Tarawa, Kiribati, in partnership with the World Bank, Asian Development Bank and Australian Aid. Paul’s proudest career moment is working intimately with the community of Leone in American Samoa to rebuild their critical bridge link to the capital of Pago Pago post the devastating tsunami in 2009.

Paul’s practical knowledge and experience of procurement and contracts allows him to effectively identify, and subsequently put in place, robust risk mitigation strategies that can be effectively and proactively managed. Paul’s personable nature has also allowed him to develop and retain relationships with people from across the spectrum of the construction industry.

Graham Scarfe, Director

Graham is the cornerstone of PGC Constructors Limited, and as our leader and trainer of our up-and-coming people acts as the Kaumatua with the mana to guide and lead our people to improve their outcomes. With over 49 years in the construction industry, delivering some of the largest projects Hawkes Bay has ever had to offer, his experience and knowledge is second to none. One of Graham’s proudest career moments was the full build of the Wharerangi Manahau Marae during 2020 and 2021, with which Graham had a pivotal role. Graham has also been an integral part of the completion of Hawkes Bay Airport’s Terminal Redevelopment, including overseeing the Cultural Overlay project which was designed by Jacob Scott.

Outside of work, Graham has been heavily involved in the community and was recently honored as a life member of Tamatea Rugby Club in recognition of his involvement with the club over a number of years. He was also an International Softball Umpire between 1980 and 1990 and has sponsored many community-based organizations and initiatives.

Communication is one of the key hallmarks to successful business to which Richard has developed to foster the business and people contacts, and as a kaiwhakahaere (manager) and tautoko (support), has guided people to achieve many goals in work and life. Additionally, his extensive skills and experience across management disciplines supports these approaches to ensure business and people flourish.

Richard has a strong ability to plan and organise with attention to detail to management systems and projects along with considerable experience in leadership, coaching and mentoring. Richard prides himself on his ability to adapt to change, self-manage and maintain a high level of motivation.

Richard’s values align closely with PGC Constructors Limited’s philosophy regarding the importance of our people. People are at the centre of everything we do, and Richard’s role is to ensure our people are happy and feel fulfilled at all times. This aligns closely with Richard’s personal motto of Mauria te pono – “believe in Oneself”.

Kurt Chambers, Project Manager

Kurt has been in the trade as a builder since 2009, learning and improving himself through a multitude of projects from residential new builds and alterations through to light commercial projects. With his ability to organise contractors, materials and labour he has made the step into project management and looks to develop his skills. With a strong family mindset to keep him grounded and driven, he looks forward to the challenge.

Throughout Kurt’s 12 years of experience in the trade he has developed key relationships with both suppliers and sub-contractors that helps to achieve a high-level product, delivered on time. Being born and raised in Clive, he has a strong handle on local values and carries a strong understanding of the Hawkes Bay Trade.

Kurt has a strong passion for rugby, he has either been playing or coaching/managing at Senior level since 2009. He has found success in leading his current team to a couple of championships, accumulating a few trophies and awards along the way. His two sons are enjoying following in his footsteps and he hopes to continue supporting them and the game into the future.

I believe in the value and development of people, and if someone can help another person develop/grow, I think they should lend a hand.

I have a mixed set of construction skills and experience and was looking to progress within the construction industry.

Education & qualification history

I am a License Building Practitioner in Carpentry (LBP Carp), I have a diploma in Computer Aided Design (architectural), certificate in Adult/Tertiary Teaching and a degree in Building Science majoring in Project Management and Sustainable Engineering Systems.

I have worked as a builder, architectural designer, construction/design tutor and trade student support and admin.

I value:

Vicki King

Project Administrator

With over 20 years of experience in trade sales and communication, Vicki King brings a wealth of knowledge and expertise to her role. Throughout her career, she has demonstrated a strong ability to build and maintain relationships with clients, negotiate effectively, and drive sales growth in competitive markets. Her extensive experience has equipped her with a deep understanding of the industry and its dynamics, allowing her to identify opportunities and develop strategic solutions to meet the needs of both clients and the business.

Vicki is currently working towards earning a diploma in quantity surveying, further enhancing her skills and knowledge in the field. This commitment to continuous learning reflects her dedication to personal and professional development. Vicki demonstrates strong organizational skills, overseeing projects from inception to completion, and effectively coordinating resources to meet deadlines and deliver results.

Willie Lemalu

Healthy and Safety Officer

I have experience and expertise in the Health and Safety field, particularly within high-risk environments such as the mining sector and Major Hazard Facilities. Previous roles at Pan Pac Forest Products Ltd and Rio Tinto Iron Ore demonstrate my ability to effectively oversee operations, manage critical activities, and lead safety initiatives.

My experience as a Safe Work Systems Coordinator and Safety Representative highlights my proficiency in ensuring compliance with health and safety legislation, conducting hazard identification, and implementing safety measures. My Peer Support Officer background showcases my dedication to the well-being of my colleagues, ensuring they remain mentally and emotionally able to perform their tasks safely.

My involvement in training initiatives, within previous roles and in the Not-for-Profit sector, underscores my commitment to promoting safety awareness and cultural sensitivity in the workplace. My ability to build rapport with individuals at all levels, from CEOs to frontline workers, is a valuable asset in fostering a safety-conscious culture and ensuring compliance with safety standards.

My focus on the Zero Harm safety objective, coupled with my experience in fault reporting, incident investigation, toolbox meetings, and attending H&S meetings, demonstrates my comprehensive approach to safety management and continuous improvement.

Nathan Scarfe, Site Manager

Nathan’s extensive carpentry skills are matched by his ability to get the best out of our people. He is a proven and effective leader and has a strong track record of delivering projects for our clients on time, on budget and to a high standard.

Nathan takes exceptional pride in his work and is often our ‘go-to’ man when it comes to projects that require a strong eye for detail. This has been demonstrated in recent times by his installation work on the Hawkes Bay Airport’s Cultural Overlay project, installing in excess of 160 carved plywood art works, producing outstanding results.

Outside of work, Nathan is a keen outdoorsman, and can be often found deep in the bush, hunting or fishing or spending time with whanau, doting on his two young daughters.

Rhys Scarfe, Site Manager

Rhys having completed his apprenticeship to become a qualified carpenter with G.A. Scarfe Builders has progressed to the role he has today as a Site Manager. He has gained extensive knowledge and experience built from the many sites and projects over the last 20 years in the construction industry. A likeable personality has allowed him to make many networks across the industry and so assist with the role currently.

Attending Flaxmere college and playing for the Tamatea Rugby club under the Tamatea Arikinui allowed Rhys to follow the rugby pathway forged by his family members. In his social and private life, he and his young family enjoy the outdoor adventures where he also enjoys hunting, fishing and 4wheel driving activities.

The main aspect that comes through for Rhys is his belief in helping people to strive and achieve their goals. This he does through showing and teaching people how to learn and progress in the industry, striving for quality and excellence along the way. He is always willing to help where others need the assistance.

Ross Findlay

Site Manager

Ross began his extensive construction career in earnest through completing his apprenticeship in 1998 with Fletcher Construction in Palmerston North. Gaining experience and skills over the ensuing years ultimately led him to his first supervisory role with another Palmerston North construction company – completing a major community project. From here, he continued to hone his skills and experience across more extensive projects such as multi-storied business sites, apartment blocks, coolstores and packhouses which had him range from Palmerston North across to the flourishing kiwifruit industry in Tauranga and back. In these, he assumed senior site supervisory roles.

In between his busy career was also woven many sporting activities and successes. Starting young, he moved through soccer and basketball before settling on softball where he achieved honours as an age group representative up to the senior premier national league, based in the highly competitive Wellington and Hutt Valley competitions. He still comments on the honour of playing alongside the well-known and national softball legends of the time. After retiring from this, his sporting and industry networks led him to Hawkes Bay and PGC Constructors. Here, he feels ‘right at home’ with the family values mantra which fits with his deep love for his wife, children, and grandchildren.

Paul Chapman

Site Manager

I started in the building industry straight out of college completing my apprenticeship in 1993. Following my apprenticeship, I spent a short period on my own building with my father and owned our own portable sawmill.

In the late 90’s I joined a Wanganui construction firm where I started as a foreman and worked my way up to Project Manager then Operations Manager. During this period, we also took on the platinum home franchise for Wanganui and Wellington areas.

I spent time in Christchurch after the earthquakes accessing both residential and light commercial buildings for damage and doing the costings for rebuilding.

I have built a range of commercial buildings from high security prisons, dairy factories, schools, rotary cowsheds etc., but probably the most rewarding would be the earthquake strengthening of heritage buildings earning national recognition at the NZ building  awards, also receiving a NZ silver award for the new build of the Wanganui Collegiate administration building.

My partner Sherie and I have always had a dream to design and build our own home (300m2) which we have recently completed on 7 hectares of land just out of Wanganui (totally off grid).

My interests include 4×4 trialing which I have competed nationally since the mid 90’s gaining many NZ titles along the way.  We also have a love for classic cars and own a 74 Plymouth Duster and have taken part In many events including the Beach Hop in Whangamata, and the Americana in New Plymouth.

Charlie Turi

Site Manager

I started my career in construction on a building site after leaving High School in 1983, as a laborer with a father and son company. Completing my apprenticeship with them and then looking after jobs as a Foreman, I was able to gain invaluable experience in the building industry in the 20 years I stayed with the company.

 

After leaving there, I have worked for several different companies culminating in doing Residential, Commercial, and Industrial works. This gave me the opportunity to do supervisory roles and gain considerable experience in the organization of construction projects.

 

I have been part of a lot of sporting organizations like, martial arts for 16 years, and soccer for 28 years making me a life long member. Currently I am involved in the National Service Club (30 year member) playing in adjuncts teams darts, pool, snooker, and outdoor bowls. 

 

My wife and I have been married for nearly 30 years and share a 26 year old son.

 

I look forward to continuing growing my skill set and experience within the construction industry taking on this new role as Site Manager for PGC Constructors Ltd.

Carmen Price

Office/Accounts Administrator

Carmen is our ‘do it all with a smile’ type of girl with years of various roles of work experience under her belt. She recently joined our team though after 10 years of raising her own children and working as an In-home Educator, which she found to be extremely rewarding, learning valuable life and work skills that can be attributed to any new challenge.

She has quickly proved to be an invaluable asset to the PGC Construction team. Her friendly and welcoming manor makes everyone she meets feel valued and looked after. Carmen is a proficient communicator who listens actively to people and understands the importance of utilizing her problem-solving skills to offer a solution to every request she deals with. She manages to stay calm under pressure because she is an expert at multitasking and organization. Carmen has an eye for detail and is exceptional with information retention. She takes pride in her work and exhibits professionalism in her interaction with clients and colleagues. Her warmth, tone, and expertise are evident in her interpersonal relations and handling of daily tasks. Carmen’s caring and welcoming attitude adds to the growth and success of our company.

When Carmen isn’t busy making sure the office is in tip top shape, she is busy with her family and three children, and cherishes any time with her family and friends – believing that all relationships should be invested in and treasured.  She has a passion for health and fitness and you can find her at the gym almost every day! She also likes to keep her creative curiosities alive with her Photography which she has been upskilling on the side for the past 6 years.

Carmen is enjoying her new role and all its new opportunities. She is driven to continue to grow within the company, hoping to upskill with some further study in the near future to add to her skill set, not only for herself, but to support the growth and success of PGC Constructors.
